I want to be able to place walkways in the middle of foundations and be able to go around a corner and still be in the middle of a foundation

To select a position i usually take the piece without rails as a starter to align with which you can remove again after. The grid alignment is a bit wonky though, certain positions are only accessible if the foundation has a neighbour and you target the neighbour for example.
Here's an example https://imgur.com/a/osJyRiq , you can add the tile again after that.

I agree. I am trying to make a four-way cross walkway pattern over my foundation but it is not possible to align them all centered since there is no snap point in the center of a foundation (in the middle on both axis). It is triggering me something fierce! Doesn't look good either when the walkways aren't aligned.

The current middle snap point you speak of is only in the middle on one axis. On the other axis, it's still perfectly lined up with the grid which have been a real problem for me. I've had to move all of my smelters to work around that problem so that things look nice and neat.
