In the options, if your resolution is set to the full monitor size, it will behave as a full-screen game even with "FULL SCREEN" unchecked. I would expect to see my taskbar and be able to move the window otherwise.

It isn't acting as "Fullscreen" but as "Borderless". You can tell that if you try to switch between windows (switch to a browser when you are ingame). So it would be better if they add an option to choose between "Fullscreen", "Borderless" and "Windowed".
There aren't really differences in performance between them.

For me it is *not* acting as borderless. I have my taskbar on the left side and when not fullscreen the game window is now shifted to the right by the amount of the taskbar, reaching into my second monitor.

Valentinvis nailed it I'm pretty sure! I tend to prefer borderless because I use two monitors and it's nice to not have to tab out of the game.
