Well, not quite, it's something with the LOD (Level of detail): If you have your settings on the lowest, the game will make the wheels farthest away from your camera, so that it's a mesh that has fewer polys than the rotating wheel. Plus, the animation won't play, thus the wheel looks stationary. However, with higher quality settings, it all works fine.
It just happens to be, that the wheel is the perfect distance away for the LOD to apply
