Could it be that you have all recipes but those two?

No. I still have over 10 recipes left. You can tell it's not the last two or one because three choices appeared instead of only two or one.

That's the nature of true random choices.  Duplicates are possible.
Try throwing a dice a few times and see if you get duplicate faces showing.

True, but in this case, picking "three random choices from a list" implies they can't be picked twice.

As stated above, "random" doesn't mean "different".
