a) Build 1, it takes 2 splitters, 2 mergers and a few belts

Ik but a compact version that is one module would be nice

they need to fix merger/splitter lags first, otherwise the industrial container would be a superior 2x2 balancer (currently is, actually)

Add a splitter to a belt and use two of the outputs instead of three. 50/50 split.

OP wants a 2-to-2 balancer: two variable (i.e potentially not equal) inputs produce two evenly distributed outputs. As one commenter stated, it is simple to make (2 splitters, 2 mergers).
